- In Massachusetts, they’ve been fighting for years for a law banning hand-held phones. On February 23, 2020, motorists caught using a phone while driving will receive a warning on their first offense until March 31. After that date, the fines get steep: $100 for a first offense, $250 for a second, and $500 for all others after that.
